MARGINALIZED WORKER PROGRAM
BACKGROUND
The labor sector of Pakistan is facing many problems in their
daily life. In spite of their hard work and struggle, they are not being
rewarded accordingly. They are hardly managing to feed their family. The
Government officials and capitalists are exploiting them in different ways. They
are being neglected especially the sanitary and brick kiln workers. The
Government has taken some good steps for the betterment of this marginalized
group of workers but it has not been implemented. These workers are considered
the third class workers and have no respect, security and safety in their work.
They are spending their lives on the fate of their employer. This program is
started by Caritas in 1999 to the mobilizing and organizing these distressed
workers.

GENERAL OBJECTIVES
- to organize Marginalized Worker ( Sanitary, Brick kiln Workers, Carpet
Weaver) to improve their capacity of life
AIM AND OBJECTIVES
- To contact and group formation of Sanitary Workers, Brick kiln Workers and
Carpet Weavers
- To make them aware about rights / obligations and labor laws
- To identify problems / resources of workers
- Integration with others NGOs, GOs & CBOs
- To bring Sanitary, Brick kiln workers at one platform
ACTIVITIES
Meetings, Seminars, Workshops, Training, Resource Management, Collaboration
with NGO’s, GOs and CBOs.
WORKING METHODOLOGY
The following methodology would adopt for organizing and development of the
workers.
- Introduction of Marginalized Worker Program Animator to Parish Team
(Parish Priest, Catechist and other Parish groups) through General Animator
- Identification of workers’ area through Parish Team, which should be need
oriented
- Area analysis and identification of main problems of the worker
- Formation of group, which would be facilitated by MWP team
- Training of the group for their capacity building to get aware about their
rights, obligation and how they can achieve their targets
- Planning to solve the problem and development of the workers
- Identification of sources and involved related NGOs and GOs with the group
- Involve this group with other groups on different levels like local, union
and federation level
- Keep close contact with the group as well as other concerned authorities
for labor rights and development
- Tried to get involved other development coordinators and organization
according to the need
- Keep regular follow up for keeping them streamlined
PHASING OUT POLICY:
The animator of MWP would organize at least three groups of workers in a
Parish and then these organized groups would help other communities in their
Parish to get organized, while the concerned animator would move to the other
Parish. The animator would however keep the follow up of Phased out Parish. The
MWP animator will work in a Parish only for 2 years.
IMPACTS / EFFECTS
- Target Worker are got organized and well united to fight for their rights
- They are understanding their problems and ways to solve them
- They have come to know their rights, obligations and laws
- Their pessimistic attitude has been changed
- They are identifying the resource from NGOs and GOs for their support and
development
