BACK GROUND

Lahore Diocese consists of seven districts namely Lahore, Kasur, (South Region) Sheikhupura, Gujranwala, Hafizabad, Narowal and Sialkot (North Region).  It covers the total area of 23069 sq km and has an approximate population of 25,000,000 of which the Christian population is approximately 2,710,000.

In August 1987 Animation Program was launched.  At that time we had only 4 animators and 1 project officer. This community Outreach Animation Program was the need of the people and very much effective in the communities; therefore, in our workshop held at regional and diocesan level in 1991 (during the Jubilee year of Caritas in Pakistan) the representatives of regions were requested to have one animator in each Parish.  We looked into the need of the community, and slowly curtailed the working area of an animator (from six to three areas with focus on one area) and increased the number of animators. The animator of Caritas Pakistan has stressed a lot on community participation in bringing about sustainable growth and positive change in the society. 

In January 2000 Resource, Education and Development was bifurcated and the personnel of the Development were merged with the Animation and the department was renamed as Animation and Development Department.  This was done so that the organizational structure of Caritas offices is streamlined.

WORKING METHODOLOGY

When animators enter in the communities they follow the Ten Steps of Animation to organize them. They are introduced to the communities through catechist and after the introduction they start their animation process, which as is follows:

PHASING OUT OF ANIMATOR

Animator plays the role of a catalyst.  After the completion of animation process (Ten Steps of Animation) he has to phase out and start the animation process with another community.  Animator starts phasing out from an area when community becomes skilled and able to handle the development cycle (Action Reflection and Action or Action Monitoring and Evaluation).  The phasing period consist of six months to one year. The animator reduces visits in the target communities and gradually phase out from the community area assigned.

TRAINING FOR ANIMATORS

Animators are given training by the National Office of Caritas Pakistan in Socioeconomics and Development Approaches introduced through new research.  Some outstanding animators are also send to the Philippines (Asian Social Institute) for Community Organizing and Development Training (CD Couse).

Refresher courses are also arranged for the animators.

Before Animation Process

When animators initiate the animation process in the communities they find the following situation among almost all the communities:

People are not united, and not ready to listen to each other

They prefer their own development to community development

They are unaware about their problems in the community

They are unaware how to utilize their existing and local resources

There is no sense of sharing of time, talent and treasure

They are dependent on others to solve their problems

They have no decision-making capabilities.

Effects

When an animator completes the process of animation, we can see following changes among the communities:

They organize themselves in a group and select representatives for LDC with the representatives of Youth, Women and Men’s groups

They organize themselves in a group and select representatives for LDC with the representatives of Youth, Women and Men groups

LDC is responsible for the development work in the community after the animation process

They organize their cooperative societies, which promote the atmosphere of love, peace and justice

After formation of a Local Development Committee (LDC) and its training at Caritas Pakistan Lahore provide more opportunities to the community for strengthening the development activities through following programs:
